Thailand’s Ministry of Public Health has agreed to reduce the quarantine for vaccinated foreign travelers to 7 days if the visitor provides a verified and legitimate vaccination certificate, and 10 days, if tested negative for Covid-19 but without a legitimate certificate.

However, the exact details of what qualifies as a “legitimate vaccine certificate” are not yet clear and the plan needs approval from both the Center for Covid-19 Situation Administration (CCSA) and the Thai Cabinet before becoming official. It will, of course, also need to be signed into law in the Royal Gazette and there are still many questions about the plan, including exactly when it would take effect and how one would go about “proving” they are vaccinated.

Public Health Minister, Anutin Charnvirakul told reporters today, March 8th, that the reduction of quarantine was proposed at a Ministry general meeting this afternoon since more than 250 million doses of Covid-19 vaccines had been injected around the world, resulting in less possibility of transmission.

The detention plan is categorized into three areas as follows:

First, the reduction to 7-day quarantine will be applied to foreign nationals who have (1) a certification of Covid-19 vaccination issued between 14 days to 3 months before traveling, (2) a document certifying the negative result of Covid-19 issued 72 hours before departure, and (3) must test negative upon arrival in Thailand.

Second, the reduction to 7-day quarantine will be applied to Thai nationals traveling from abroad who have a certification of Covid-19 vaccination issued between 14 days to 3 months before traveling. They do not need to provide the approval document of the negative result of Covid-19 Coronavirus but must test negative twice when arriving in Thailand.

Third, the reduction to 10-day quarantine will be applied to foreign nationals who do not have a certification of Covid-19 vaccination but provide a document certifying the negative result of Covid-19 issued 72 hours before departure. Essentially, this means those from qualifying countries (see more below) would do only ten days quarantine even without vaccination.

Africa was specifically named as a country that would not be eligible for the program, with other countries expected to be added based on the level of potential risk. Visitors from these high-risk countries will be required to perform state quarantine at alternative state quarantine for 14 days, as usual, the Minister stated. A full list of countries had not yet been decided upon and likely would not until later in the week or early next.

The plan is subject to approval by the government’s Covid-19 special committee, the CCSA, chaired by Prime Minister Prayut Chan-O’Cha. It will ideally be implemented this April, if approved. The meeting that is planned to discuss this measure is set for next Monday, March 15th, as we reported earlier today.

This plan is meant to complement the upcoming area quarantine program, which will allow people substantially more freedom around a hotel or resort while in quarantine.
